Milner earned his medical degree from the University of Manitoba, Manitoba, Canada, and his family practice degree from Kildonan Medical Center in Winnipeg, Manitoba. He completed his residency in obstetrics at the Women’s Center, Health Sciences Center, Winnipeg. He and his wife have eight children and reside in St. Croix Falls, WI. His hobbies include hockey.

Art Marquis, MD, is a board-certified Family Practice Physician. He joined Osceola Medical Center in November 2008 as an Emergency Department physician. Marquis is a 1971 graduate of the Medical College of Wisconsin, Milwaukee, WI. He has more than 30 years experience in family medicine and emergency and outpatient medicine. He spent 24 years in Watertown, WI, and five years in the US Air Force, in emergency and inpatient care. His interests include cardiology and orthopedics.
